asked the Minister for Social Welfare if he will consider granting an exemption from payment of wet time insurance to well borers and pump sinkers in respect of their employees, as these employees are not craftsmen or tradesmen and are employed mainly in sinking wells to provide water for agricultural purposes.

Work of this kind is defined as employment in the civil engineering trade and as such is insurable for "Wet-Time" purposes. There is no power to grant exemption on the grounds mentioned by the Deputy. I should perhaps point out that the "Wet-Time" scheme is not limited to craftsmen or tradesmen but covers both skilled and unskilled manual workers in the building, civil engineering and painting trades.
