asked the Minister for Industry and Commerce if he will state the Government's attitude to foreign investment in Irish mining resources; if he considers that Irish investment from both private and State sector has been adequately encouraged; and if he will make a statement on the Government's investment policy for mining in the light of the aims and principles of the Democratic Programme of the First Dáil.

It is the policy of the Government not to participate directly in mineral exploration and development but to provide adequate facilities and attractive incentives to competent private enterprise concerns to engage in such activities. These facilities and incentives are available equally to Irish and foreign concerns.

I am satisfied that this is the policy best calculated to provide for the thorough and efficient exploration and utilisation of our mineral resources and that it is having that effect.
