asked the Minister for Agriculture and Fisheries if he will consider people living in urban areas eligible for agricultural scholarships.

While any individual case of this kind which may be referred to my Department by a County Committee of Agriculture will be considered on its merits, due regard must be had to the number of agricultural scholarships offered by the Committee of Agriculture concerned and to the number of applicants from rural districts in the county qualifying for such scholarships.

Is part of the Minister's hesitation in not agreeing to this thing being extended to people living in urban areas the fact that there is not sufficient places in agricultural colleges for them? Is that part of the Minister's reluctance to extend it?

Not really.
