asked the Minister for Local Government the reasons for the delay in giving approval to a proposal by the Wexford County Council for the erection of a County Wexford library headquarters.

Having regard to the estimated cost of the proposal—which is exceptionally high for a library building—and in view of the desirability of conserving capital for housing, sanitary services and other priority works, the Council's proposals are being reviewed in consultation with An Chomhairle Leabharlanna.

Would the Minister say whether or not in recent months— I cannot say when—he complained to the National Library Council that they were not availing themselves of the money that was there to build libraries?

Yes, but it is not an unlimited supply of money and the cost of this proposal was excessive.

But the Minister did complain that library committees were not seeking enough money.

I did not say they were not seeking enough money.

The Minister said they were not taking advantage of the scheme.

No. I said I was not quite satisfied with the amount of progress being made. That does not mean projects can go ahead regardless of cost.

Would the Minister answer two questions: (1) when he was asked for his approval and (2) when he last communicated with the county council turning down their proposal?

It has not actually been turned down. The Department are consulting with An Chomhairle Leabharlanna regarding the whole matter. This proposal is considered to be too costly.

They are not going to get their library anyway.

Not at that price.

Not at any price.
