Written Answers. - Housing Authority Loans.

asked the Minister for Local Government if section 40 (1) (a) of the Housing Act, 1966 enables a housing authority to make a loan, and in particular an unsecured loan, to finance part of approved works to qualify for an essential repairs grant before approved works are carried out, where they are satisfied that if the proposed works are carried out the house will be fit for human habitation.

asked the Minister for Local Government if he will state in respect of every local authority in Ireland (a) the applications for loans awaiting sanction in his Department and (b) the schemes in respect of which the loans are sought.

Applications for sanction to loans for the carrying out of schemes which have subsequently been abandoned or rejected, are in abeyance or have not progressed beyond preliminary planning stage, could technically be regarded as "awaiting sanction".

The compilation of a full list of all loan applications not sanctioned would, therefore, give a misleading picture apart from the fact that the compilation would involve investigation of the records of nearly 90 local authorities. It is proposed to compile and send to the Deputy a list of all such applications received since 1st January, 1968, which are awaiting sanction.
