asked the Minister for Local Government whether he will consider the introduction of advance warning signs, such as flashing lights, on the approaches to speed limits of up to 40 miles per hour in order to warn traffic at night.

Such a device would be contrary to the relevant international convention on the subject. Speed limit signs are of course reflectorised and this makes them visible from a very substantial distance at night-time.
