asked the Minister for Local Government if he will consider issuing instructions to returning officers in the next general election to appoint personnel from the unemployment register as presiding officers and poll clerks.

Responsibility for appointment of presiding officers and poll clerks is placed by law on returning officers who are obliged to appoint competent persons. I understand that lists of unemployed persons were supplied by the Department of Labour to returning officers in Dublin and certain other areas for consideration for appointment as poll clerks at the 1967 local elections and the 1968 referenda and that that Department will consider similar action for future elections.
