asked the Minister for Health if he will consider compelling cigarette manufacturers to clearly publicise the fact that cigarette smoking is a health hazard.

I am most reluctant at this stage to attempt to use compulsion where the health hazards related to cigarette smoking are concerned.

Mr. Haughey's praiseworthy approach.

I favour the persuasive approach, based on a full knowledge of the facts. I am keeping the position under review, however to see what further steps may be called for but for the moment I am satisfied that education of the public, coupled with such welcome moves as RTE's decision to phase out cigarette advertising on their television programmes are the best way of proceeding. I think it much more likely to succeed in this day and age.
