asked the Minister for Local Government if the Commissioner administering the affairs of Dublin City Council is empowered to grant that the name of any distinguished person be entered on the roll of freemen of the city.

Section 49 of the Local Government Act, 1941, provides that between the removal from office of the members of a local authority and the coming into office of the members elected at a new election, every power, function or duty which is exercisable or to be performed by the members of the local authority acting together in a meeting of the local authority shall be exercised or performed by the commissioner for the local authority. The power to admit a person to honorary freedom of the city is, therefore, exercisable by the Commissioner for Dublin Corporation.

He would not have the nerve.
