asked the Minister for Posts and Telegraphs if he proposes to make an appointment to fill the vacancy of subpostmaster in Ratoath, Meath, created by the death of the previous tenant of that office; if he will give details of the criteria by which persons are appointed to such positions; and if previous experience of the applicants is a major factor.

I hope to make an appointment to this vacancy shortly.

The main qualifications required of candidates are an adequate education, a good character and a sound financial standing; and they must be able to offer suitable premises for the sub-post office business. The previous experience of applicants is not a major factor in considering appointment, but experience in, or indicative of an aptitude for, sub-post office work could obviously be an advantage for a candidate intending to give personal attendance at the sub-office, if appointed.

The Minister has not mentioned the most obvious advantage at all.

Could the Minister tell me who precisely is responsible for appointments in these matters?
