asked the Minister for Labour how and how often steps are taken to ensure compliance by building contractors with the provision in the Building (Safety, Health and Welfare) Regulations, 1959, whereby a competent person must be appointed in writing to examine all scaffolding and to prevent the use of scaffold which is defective in materials, construction or maintenance.

Factory inspectors are instructed to examine compliance with this regulation on each occasion they visit a building site.

When an appointment as required under this regulation has not been made, the matter is taken up on the spot with the employer or his agent and he is subsequently asked in writing for an assurance that the matter is being attended to. If the employer persists in contravening the regulation, he may be prosecuted.
