asked the Minister for Defence if, as the numbers of Old IRA pensioners and those in receipt of disability allowance are decreasing, he will consider abolishing the means test.

The purpose of a special allowance is to augment the means of former members of the Old IRA and kindred organisations who are incapable of self-support by reason of age or permanent infirmity and whose means from other sources are below a certain level. A means test is, therefore, essential for the operation of the scheme.
