asked the Minister for Education when the report submitted by the committee inquiring into children's institutions is likely to be published.

With your permission, a Cheann Comhairle, I propose to take Questions Nos. 80, 81, 82 and 83 together.

I expect to receive the report of the Committee of Inquiry into Reformatory and Industrial Schools in about a week's time.

The normal procedure will be followed in relation to its publication.

What is the normal procedure? I think the Minister will agree that there is a great difference in procedure. Some Ministers publish reports as soon as they receive them and have them for discussion; some hold them until they have taken decisions; some, as in the case of the Buchanan Report, hold them and still do not take decisions.

This will come before the Government and the Government will decide on publication.

The Minister intends to propose that it should be published at an early date? Is that right?

May I ask the Minister will the report be published?

I have said that the Government will decide on that.

Why do we set up commissions and such bodies if we do not intend to publish the report?

Nobody said that we did not intend to publish it. What I did say was that the Government will decide on its publication.

The Minister for Health said this afternoon that he was not surprised that one that he had since 1968 had not been published until now and did not see anything wrong with that.

I cannot answer for the Minister for Health.

Does the Minister propose to recommend to the Government early publication of this report? That was my question.

I do not know whether that was a theoretical type of question or not.

No. It is a very practical question which will arise next week, according to the Minister.

As I said, I am not going to anticipate what the Government may decide in relation to this.

No. I would ask the Minister what he is going to do.

I will decide that when the matter comes up at the Government meeting.

If the Government do not like what the report contains the Minister will not publish it?

I think we have established that.
