asked the Minister for Local Government if he will introduce legislation to amend the Local Government Act, 1941, which allows rate collectors to seize goods which are not the property of the person or estate for which rates may be outstanding.

No decision has been taken to introduce such legislation but the matter would arise for consideration in connection with any general review of the legislation relating to the levying and collection of rates.

Does the Minister consider this to be a fair practice?

I consider it essential but the matter would arise for consideration if there was a general review of the legislation regarding the levying and collection of rates.

I did not ask the Minister if the practice was essential, I asked if the practice was a fair one?
