asked the Minister for Justice if it is proposed to introduce legislation to make Departments of State liable for the tortious acts of their servants.

The preparation of a State Proceedings Bill, to deal with the civil rights and liabilities of Ministers and State authorities, is one of the proposals included in the programme of law reform of my Department. Some preparatory work has been done on this subject, but it will not be possible to devote time to drawing up a definitive scheme of legislation until other urgent law reform projects, at present in hands, have been completed.
