Order of Business.

It is proposed to take Nos. 14 and 1.

I submitted a Private Notice Question to ask the Minister for External Affairs whether he intends to lodge a note of protest——

That has been ruled out of order.

May I make a submission?

There can be no discussion on it. The Chair has considered the Deputy's request and has ruled the question out of order. The Deputy would not be in order in discussing it at this stage.

On a point of order.

There can be no point of order on the Ceann Comhairle's decision.

The Chair cannot rule on the point of order until he hears it. A few minutes ago Deputy Dr. Hugh Byrne raised what was considered by all of us to be something of urgent national importance. Deputy O'Leary has attempted to raise the question of the invasion of Cambodia——

The Deputy may not proceed on these lines. I have already considered Deputy O'Leary's request.

In every Parliament in the world this will be discussed.

The Leader of the Labour Party should not be disorderly.

Every European Parliament except this will discuss the matter. This should be called a county council, not a Parliament.

If we followed the Deputy's ideas it might be.

There can be no discussion on the decision of the Chair.

On the Order of Business, could we get an indication from the Minister for Health when he proposes to introduce the draft regulations dealing with the new hospital and health regions?
