asked the Minister for External Affairs whether he can furnish any information with reference to recent disturbing press reports about the condition of the population in Eastern Nigeria, including the area formerly known as Biafra and the difficulties in getting relief through to this population.

I have seen Press reports of the type referred to by the Deputy. My understanding is that the Nigerian Red Cross have been doing their best in the difficult post-war situation to provide relief for the population in the areas in need.

Is the Minister aware that there have been very serious reports about widespread starvation in the area? In view of the concern which so many Irish people have shown about this matter, I think the public would like to learn from the Minister whether he has any direct information about this, that is to say, whether any member of the Irish Embassy has visited the area, whether reports are available to him that might allay fears here.

The only authoritative reports received by any officer of my Department have been the Nigerian Red Cross Relief Action Activities reports. The most recent one of these was that of the 21st May last. If the Deputy wishes I could have those placed in the Dáil Library. There is evidence of malnutrition, shortages, and operational difficulties.

May I thank the Minister for arranging to have that material placed in the Dáil Library? May I ask him at the same time whether he is prepared to have a member of the Embassy go to the area and see for himself what is going on, or would such a person be allowed into the area? If not, why not?

I would be prepared but I am not so sure about the Nigerian Government at this time.

Have they been asked?

I would have to inquire from the Ambassador.
