asked the Minister for Local Government if he will introduce as a matter of urgency the type of amending legislation which he considers most suitable to give local authorities the legal power to move in and stop unauthorised development immediately it starts.

I would refer the Deputy to the reply given to a similar question by him on the 15 July, 1969. When a case of this kind comes to notice, the facts must be investigated and legal issues settled before the enforcement proceedings are instituted. A time lag is therefore difficult to avoid. However, legal safeguards involving such a delay are essential, and the present system of enforcement appears to be the best that can be devised taking account of the various interests that may be involved.
