Order of Business.

It is proposed to take No. 9 (Vote 40), Nos. 2, 3 and 10. The Whips have agreed that the order fixing the Fifth Stage of the Housing Bill, 1970, for Wednesday, 17th June, 1970, be discharged and that the Fifth Stage be taken tomorrow.

Can the Taoiseach say when it is proposed to circulate the Finance Bill?

Almost immediately. The Minister for Finance may be able to help the Deputy.

I hope it will be circulated tomorrow.

Can the Taoiseach say whether the Minister for External Affairs, Dr. Hillery, will lead the debate on EEC negotiations? Will Deputy Hillery make the case before the House?

That is entirely for me to decide.

Has the Taoiseach decided on it yet?

A Private Notice Question which I put down in relation to the present situation in Hume Street has been ruled out of order on technical grounds. I would like to ask the Taoiseach whether in view of the imminent danger——

The Deputy may not read any statement. That is entirely disorderly. I informed the Deputy of the reasons for turning down his question.

The question is totally out of order. I have already informed the Deputy that the question is not in order for private notice. The Deputy will resume his seat. The Deputy cannot raise this matter in such a disorderly fashion. The Deputy is disorderly and should resume his seat. I investigated this matter and found that the Taoiseach and other Ministers had no official responsibility. Therefore, it cannot be raised in the House in this fashion.

There is responsibility on the Minister for Justice to maintain order, and on the Minister for Finance in relation to the sale of the buildings because this affects the whole situation in Hume Street. May I raise this matter as a matter of urgent public importance?

We cannot argue the pros and cons now. The matter is not in order for private notice.

The Chair does not agree that it is a matter of urgent public importance.

Is the Chair aware that the K Security men are due to return to Hume Street in 13 minutes time?

This is totally out of order. I understand the matter in question has been under way for at least six months.

The danger of a breach of the peace has arisen only since Sunday last. I wish to raise this matter on the Adjournment.

The matter cannot be raised on the Adjournment.

May I ask the Taoiseach when is it proposed to take the motion dealing with the Health Boards Regulations?

The Deputy might have given me notice of this matter. The Deputy might ask me tomorrow when I hope to be in a position to answer him.
