asked the Minister for Industry and Commerce why his Department permit the large scale importation of bacon wrappers from Northern Ireland which are made from cloth originating in Calcutta.

Jute bacon wrappers may be imported under licence free of duty only where they are required for packing bacon for export. This is fully in accord with Government policy and I feel that a change in the licensing arrangements at this stage would not be justified.

To refuse duty-free licences for wrappers that are to be re-exported would not prevent firms here from importing them under the bond or drawback arrangements administered by the Revenue Commissioners. Under these arrangements importers are entitled to recover duty paid on goods that are re-exported.
