asked the Minister for Social Welfare why unemployment assistance is not being paid to a person (name supplied).

For the receipt of unemployment assistance it is necessary to be the holder of a qualification certificate. The original application for a certificate in this case was disallowed in 1965 because the applicant did not satisfy the statutory requirement in the case of a spinster of either having a dependant or having had at least 52 ordinary-rate employment contributions paid in the appropriate period. She was recently invited to reapply for a certificate as she appeared to be in a position to claim for a child dependant. Following the necessary investigations, which have just been completed, it emerged that the applicant does not wish the child in question to be treated as her dependant for unemployment assistance purposes. As she still lacks the required quota of paid contributions the latest application for a qualification certificate had therefore to be disallowed on the same grounds as before.
