asked the Minister for Transport and Power whether the Government accepts Resolution No. 440 on the financial and economic aspects of air transport operations which was adopted by the Consultative Assembly of the Council of Europe on 18 April, 1970; and what instructions he has given to his representative with the European Civil Aviation Conference with regard to action to be taken on the proposals contained therein.

Resolution No. 440 of the Consultative Assembly of the Council of Europe on the financial and economic aspects of air transport operations was considered at the seventh session of the European Civil Aviation Conference in June, 1970. That conference noted that the Resolution and the supporting document produced by the Council of Europe, dealt with complex material deserving careful study; and the conference, therefore, decided to refer the Resolution and supporting document to its economic committees for consideration of the aspects falling within their respective fields of activity. My Department will be represented at the meetings of the economic committees which will consider the matter.

While I agree in principle with the objectives of Resolution No. 440, it will be necessary to await the outcome of the study by the economic committees before adopting a definitive attitude on the action to be taken on the proposals in the Resolution.
