asked the Minister for External Affairs whether the Government can accept Recommendation No. 595 on the role of the Council of Europe member states in the Second United Nations development decade which was adopted by the Consultative Assembly of the Council of Europe on 28th January, 1970; whether they will comply with the proposals contained in paragraph 13 of this recommendation; and, if so, if he will indicate what, and when, measures will be taken on such proposals.

Paragraph 13 of the recommendation to which the Deputy refers invites each member state of the Council of Europe to make certain undertakings in the framework of the Second United Nations development decade. An international development strategy for the decade was formally proclaimed in the United Nations General Assembly as recently as 24th October. This strategy is a very lengthy and comprehensive document and we will have to study it very carefully before we will be in a position to decide to what extent we can accept the proposals contained in paragraph 13 of Recommendation No. 595.
