asked the Minister for Transport and Power if he will state in respect of the Bord na Móna Regular Works Employees Superannuation (Amendment) No. 4 Scheme 1970 (a) the date on which the outline proposals for the scheme were received in his Department; (b) the date on which the draft amending scheme was received in his Department; and (c) the date on which the scheme, which is effective from 4th June, 1970, was approved; and, if the scheme has not yet been approved, if he will state the reason for the great delay.

Outline proposals for the new pension scheme for Bord na Móna regular workers were received from Bord na Móna on 14th October, 1969. Following compliance with the statutory procedure a draft amending scheme was received from the board on 25th May, 1970. The Minister for Finance and I agreed, as the Deputy is aware, that the new scheme would operate from 4th June, 1970. Bord na Móna were so informed on 2nd June, 1970. There were, however, a number of points in the draft scheme which required settlement with the board and the Minister for Finance. These have now been resolved and the formal scheme will be made very shortly.

What would the Minister call "very shortly" in view of the fact that it is over 12 months since the draft scheme was first submitted?

I have not got the exact particulars of the date but as the scheme will go back to 4th June, 1970, the Deputy can be satisfied that no one will lose any privileges by whatever short delay takes place.

I am sure the Tánaiste is aware of the fact that a retired worker cannot live on the promise that something will go back a few months. He must pay for his groceries at least and he cannot do that while the scheme is still before the Minister for Finance.
