asked the Minister for Local Government if he proposes to make any arrangements to prevent old derelict cars which despoil the countryside from being abandoned.

The Road Traffic (Removal, Storage and Disposal of Vehicles) Regulations, 1971 empower a road authority to remove, store and dispose of a vehicle which has been abandoned on a public road or in a public carpark or which appears to have been so abandoned.

As regards the use of privately-owned land for the dumping of old vehicles or parts of vehicles, section 3 of the Local Government (Planning and Development) Act, 1963 provides that where land becomes used for such a purpose the use of the land is materially changed and planning permission for the new use is accordingly required. If planning permission is not sought or obtained, the planning authority could have recourse to their enforcement powers under the Act to secure that the use is discontinued. Further provisions to deal with the problem will be considered, if necessary, in the light of the working of these measures.
