Vol. 252 No. 10

Ceisteanna—Questions. Oral Answers. - Refuse Dump Regulations.

84.

asked the Minister for Local Government if regulations under the Planning Acts regarding the location and siting of refuse dumps apply to local authorities.

There have been no regulations made under the Planning Act which relate to the location and siting of refuse dumps. Development which is proposed by a planning authority to be carried out in its own district and which does not materially contravene its development plan is exempted development for the purposes of the Act. If the development is to be carried out elsewhere the provisions of the Act in regard to the control of the development including the requirement to obtain planning permission apply.

Would the Parliamentary Secretary state what the Planning Act or regulations say in regard to the dumping of disused motor cars, say, at the back of garages or in fields and visible from the roadside?

That is a separate problem. This question refers to dumping by local authorities. If these motors are not dumped in a place which has been authorised for dumping by the local authority, then the dumper contravenes the Planning Act.

The Parliamentary Secretary will freely admit that there is too much of this going on at the present time?

What steps are being taken to prevent it?

The operation of the Planning Act is a matter for each local authority.

Many of them are not doing their duty.

It is a matter for the local authority.

If they do not do their duty?

Can the Parliamentary Secretary say whether individuals can object to the siting of refuse dumps by local authorities?

The local authority do not require planning permission. Local authorities in their own areas are exempt from the provisions of the Planning Act and, therefore, no objection or appeals arising from their decision are necessary.

Therefore, they can locate a dump wherever they wish.

Of course, people can make their objections known to the local authorities.

85.

asked the Minister for Posts and Telegraphs if he will state in respect of each State-sponsored body under the aegis of his Department (a) the number of managerial staff above the level of departmental supervisor; and (b) the number of male and female employees below that level.

Radio Telefís Éireann are the only such body for which I have a responsibility. I understand that the information sought is as follows: (a) 16 (b) male 1,038, female 410.

86.

asked the Minister for Posts and Telegraphs the annual salary payable as at 1st March, 1971, to the chief executive of each of the State-sponsored bodies under the aegis of his Department.

Radio Telefís Éireann are the only such body for which I have a responsibility. The salary of the Director General as at 1st March, 1971, is £6,731 p.a.

In relation to the increases generally, could the Minister give the percentage increase in salary to chief executive officers of such bodies? What was the previous salary? Was it in the region of £5,000?

That is a separate question.

May I ask the Minister what is the actual increase in salary on the previous salary?

The question relates to the annual salary paid.

What was the last annual salary paid?

The question does not arise unless the Deputy wishes to put down a question.

It was in order to get this information that the question was put down.

The Deputy should have made that clear.

It was Deputy Belton who put down the question.
