asked the Minister for Agriculture and Fisheries when his Department's scheme of assistance in respect of group water schemes for farmers was introduced; and how much money has been paid to date.

My Department agreed in September 1969 to contribute towards the headworks costs of group water schemes in which farmers are participating and where the average cost per serviced premises exceeds £180. So far no such scheme has reached the necessary stage of completion for payment of a contribution.

Is the Minister aware that applications for assistance have been made to his Department in connection with several group water schemes in County Mayo? Although this scheme has been in operation for the past two or three years, the Department have not yet paid any grant in any part of Ireland. Is the Minister further aware that if schemes were sited more conveniently for the farmers, they would avail of them more freely?

As I said in my reply, the scheme was introduced in September, 1969 and no scheme has yet approached the adequate stage of completion which would enable payment to be made.

Why is that the case?

Is the Minister aware that this is the most complicated document ever circulated by his Department?

I was not aware of that.
