asked the Minister for Education (a) the standards required before a language school in Dublin gets a licence; and (b) if the Dublin School of English received this licence and, if so, what conditions were laid down by his Department.

(a) My Department does not issue licences to language schools. There is a list of schools approved by me for providing courses in English for foreign students. For a school to be admitted to the list I must be satisfied (1) that the course or courses which it proposes to offer are educationally sound and have a content appropriate to their stated objectives; (2) that the arrangements for the management, staffing and organisation of the school are suitable and that the teachers are suitably qualified and competent; (3) that the school premises, the scale and standard of the accommodation provided, equipment, et cetera, are suitable.

(b) The Dublin School of English was admitted to that list. The usual conditions applied to the admission. These conditions contained a provision that a delegated officer or officers of my Department will be permitted to visit the school at all reasonable times for the purpose of verifying that the relevant regulations are being complied with.
