There can be no discussion. The motion this morning rules out any discussion on either Estimates or the Bill.
It is a shocking disgrace on the Government that so many millions have to be passed without discussion.

I want to explain.
The Deputy would be out of order in doing so. The Deputy agreed to a motion this morning which finalises the debate.
We are accepting these seven Department Estimates subject to their being taken by way of £10 token Estimates after the Recess. That is all I want to say.

On Deputy Clinton's point, six Deputies took 16½ hours to express their viewpoint on the Estimate for the Department of Agriculture and Fisheries and Deputy Oliver Flanagan took over four hours. That is the reason. If they had kept the Whip's agreement and if there had been brief statements there would have been none of this sort of thing.
Deputy Paddy Smith took seven hours at one time.
We did a marvellous term's work.
