asked the Minister for Local Government whether he considers legislation in respect of litter in public streets and places adequate; and what measures he proposes introducing in order to deal with this problem which is damaging to public health and is reducing the attractiveness of the country to our own people and to tourists.

I am satisfied that the law in respect of the deposit of litter is adequate. Section 52 of the Local Government (Planning and Development) Act, 1963, deals specifically with the matter. It is an offence to create litter in any public place and an offender is liable on summary conviction to a fine not exceeding £10. Legislation in itself is not, however, sufficient to control the problem of litter. The co-operation of the general public is essential to the success of anti-litter measures.
