asked the Minister for Local Government if he will state who are entitled to the special housing grants for disabled persons; and if he will define this category and make a statement on the matter.

It is my intention that this new scheme of grants should be operated in a flexible manner and as liberally as possible. I do not intend, therefore, to impose a definition of eligibility which might result in the exclusion of any deserving case. In general, however, I would regard as eligible for grant aid any house occupied by a person suffering from substantial and permanent physical handicap which needs structural alteration or extension to facilitate the handicapped person in using it in the most satisfactory manner possible for normal habitational purposes.

The decision as to whether a person can be accepted as being so physically disabled and whether work is admissible for grant purposes is primarily a matter for the local housing authority which, in case of doubt, can seek the advice and guidance of the health board.

Can the Minister state if this will involve a means test?

Can the Minister state if this scheme is in operation yet?

It has been in operation since 1st February.

Can the Minister state how many applications have been received?

That is a separate question. I have not that information with me.
