asked the Minister for Agriculture and Fisheries the steps being taken in his Department in relation to the preparation of a fourth programme for economic and social development.

A section on agriculture and fisheries for inclusion in the Fourth Programme for Economic and Social Development is in course of preparation in my Department. This involves, in particular, consideration of the changes which will be necessary to take advantage of the opportunities which will be available to Irish agriculture and fisheries from membership of the EEC. These changes will be incorporated in the Programme which it is expected will be published about the end of the year.

Would the Parliamentary Secretary say if there is a greater likelihood that the promises made by the Government in regard to their own activity in the Fourth Programme will have a better record of performance than those made in the Third Programme?

We have nothing to be ashamed of in the records of our performance.
