asked the Minister for Local Government if he will make it compulsory for occupants of small boats and yachts to wear lifebelts; and if he will make a statement on the matter.

I do not propose to introduce proposals for legislation on the lines suggested.

I believe that the best way to reduce the number of drowning tragedies is to give maximum publicity to the dangers associated with water whether in river, lake or sea and to offer advice which every prudent person should follow when boating. These suggestions bear repetition and I give them again:

Wear a suitable life-jacket;

Make sure the boat is safe;

Wait for good weather;

Don't go boating in an isolated area;

Tell somebody on shore where you are going to and when you expect to return;

Carry red distress flares, if boating in the open sea or on the larger lakes; and

If trouble strikes, stay with the boat to aid rescue.

I may also add that the Irish Water Safety Association have been active in promoting safety when boating and are at present considering what further steps can be taken in the matter.

Will the Minister agree, where young people are concerned especially, that the compulsory wearing of lifejackets when they are going out in rowing boats, punts, motor launches or yachts would be very helpful in reducing the number of drowning tragedies? In the past few weeks, we have seen an unfortunately high number of such tragedies and a simple regulation in respect of the wearing of life-jackets would be of help in the prevention of these tragedies.

I do not agree that compulsion is the best way to deal with this matter.
