asked the Minister for Foreign Affairs whether he has received representations from student organisations in this country concerning (a) establishing a number of scholarships at Irish third-level colleges for South African students who otherwise would be unable to receive a higher education, (b) contributing to funds established to enable South African students to study in South Africa by correspondence courses for University of London degrees and (c) enabling Irish universities in general and Trinity College in particular to abolish the surcharges which are payable by all non-Irish students in respect of deserving South Africans.

One student organisation has sent me the suggestions mentioned by the Deputy. Ireland is, of course, a regular contributor to the United Nations Educational and Training Programme for Southern Africa, which awards scholarships to students from inter alia South Africa. It is not proposed at present to contribute to other educational funds or to establish other scholarships.

I am informed that university fees are fixed by the university authorities.
