asked the Minister for Social Welfare if he is aware of the growing number of robberies of social insurance stamps; and if he will ensure that special security precautions are introduced.

I am aware that in recent years there has been a great increase in the number of burglaries in which stamped insurance cards have been stolen.

Responsibility for the safe custody of his employees' social insurance cards rests with each employer. There are many obvious precautions which employers should take to safeguard social insurance stamps and cards held by them but I have no power to compel their adoption.

In the case of the larger employers, at least, a very obvious and sensible precaution against theft is the payment of social insurance contributions by means of impressed stamping. A great many firms already use this method and in view of the present high value of insurance stamps I would strongly advise all employers who have any substantial number of insurable employees to consider the adoption of this method of payment of social insurance contributions.
