asked the Minister for Finance if he will take steps to ensure that the conditions of employment of staff at the Central Mental Hospital, Dundrum, Dublin so far as payment of income tax is concerned will not be adversely affected as a result of the transfer of the hospital to the Eastern Regional Health Board.

The transfer of the Central Mental Hospital, Dundrum, to the Eastern Health Board effectively took place on April 1st, 1972. As a result the assessments to income tax under schedule E on the employees for the income tax year 1971-72 were required by law to be based on their remuneration for the year ended April 5th, 1972. However, the tax actually collected during 1971-72 had been, again in accordance with statutory requirements, based on the remuneration for the year ended April 5th, 1971. In these circumstances additional liability has arisen in most cases because of the increases in remuneration which were awarded during 1971-72. In order to alleviate any hardship, collection of the additional liability is being spread over the years 1972-73 and 1973-74.
