asked the Minister for Agriculture and Fisheries if there has been any restrictions on the export of skim milk powder; and if he will state the likely effect of such restrictions on Ireland as a member of EEC.

The export of skim milk powder from Ireland is subject to licensing control, licences being granted only to An Bord Bainne, and to a few manufacturing firms in respect of their exports to parent concerns in Britain for further processing. This licensing restriction will terminate on the application of the EEC agricultural system here on 1st February next.

If the Deputy is referring to a former tax on skim milk powder from the Community, this tax no longer applies.

Could the Minister tell me the purpose of the licensing which has operated to date and if any loss will be suffered by the fact that we will no longer be able to operate it?

The purpose of the restriction that has existed heretofore was simply to correct a temporary shortage of these commodities within the market area.

Within Ireland? I am asking the Minister about the licensing restrictions we have had in Ireland up to now.

It was a requirement of our various dairy products exports arrangements.

Will we lose as a result of its discontinuance?

I do not think so. The market will be greatly expanded, I would expect.
