asked the Minister for Education whether he intends to grant parity of income to teachers whose service is recognised by the Association of Secondary Teachers of Ireland but who, because they have not university degrees, are not similarly recognised by his Department.

The provisions in relation to the payment of the allowances for qualifications have been worked out in accordance with the recommendations of the Ryan tribunal and following a number of salary agreements with teachers emanating from conciliation machinery and other forms of negotiation. I do not propose to depart from these agreements.

Is the Minister not aware that unless he gives parity of income to the non-degree holders this will become a bone of contention in the future even in the context of the community schools development?

I have pointed out how these various agreements are worked out.
