asked the Minister for Local Government if he will introduce a discount scheme for those ratepayers who are willing to pay their rates when they receive their demand notices, which would save bank interest on overdrafts.

The second interim report of the interdepartmental committee on local finance and taxation recommended against the introduction of such a scheme and gave fairly cogent reasons for that conclusion. The committee recommended instead that provision be made for payment of rates by instalments and the recommendation was accepted and implemented in the Local Government (Rates) Act, 1970.
