asked the Minister for Justice when the legislation raising the age of criminal responsibility to 12 years will be introduced.

No decision has yet been taken by the Government as to the raising of the age of criminal responsibility. I should like to take this opportunity to emphasise that what is involved here is not, as some people seem to think, a simple net issue on which a decision can easily be made. On the contrary, several very complex issues arise not only in relation to what the age limit should be but also as to, for example, the provision to be made for young offenders against whom criminal proceedings would no longer be brought.
