asked the Minister for Social Welfare if he will allow credited contributions in all cases for unemployment benefit purposes where medical certificates are submitted.

Credited contributions are allowed in respect of contribution weeks of duly notified incapacity for work and the granting of credits in respect of medical certificates submitted presents no problem in the vast majority of cases. The Department must, however, reserve the right to satisfy itself as to incapacity in any particular case and as to the fact that the insured person has refrained from work during the period of certified incapacity. In the normal course credited contributions allowed in respect of incapacity are valid for all benefit under the Social Welfare Acts, including unemployment benefit. Where, however, contributions paid by an insured person are reckonable only for the purposes of widows' pension, credited contributions allowed to that person would be reckonable only for qualification for such pension.
