Ceisteanna—Questions. Oral Answers. - Water and Sewerage Schemes.

106.

asked the Minister for Local Government when the water supply at Banagher, County Offaly will be extended to the six houses at The Hill, Banagher, in view of the fact that there are approximately 40 people residing in these houses.

The six houses at The Hill, Banagher, form part of a group water proposal for two small mains extensions in the town of Banagher. Agreement in principle has been reached recently between my Department and Offaly County Council on the technical procedure for servicing these houses. My Department's inspector called on the group promoter recently to finalise the planning of the work. The inspector is now preparing the estimate and certificate of approval so that grants may be allocated.

asked the Minister for Local Government when he will approve the contract documents for Daingean, County Offaly water supply scheme in view of the unsatisfactory supply at present.

Contract documents for this scheme are under consideration in my Department and no avoidable delay will occur in issuing a decision on them.

asked the Minister for Local Government why he refused to receive a deputation from Offaly County Council to discuss the provision of an adequate water supply and sewerage scheme at Daingean, County Offaly; and if, in view of the conditions at present existing in the town and the protests from the citizens and ratepayers in the area, he will make a statement in the matter.

As I already informed the Deputy, contract documents for this scheme are under consideration in my Department and no avoidable delay will occur in issuing a decision on them. In the circumstances the reception of a deputation to discuss the matter would serve no purpose.

asked the Minister for Local Government if he will sanction the proposals submitted by Carlow County Council for a scheme of extensions to the Carlow regional water supply scheme.

This scheme was designed to serve a scattered rural community which I am advised could best be served through community effort in the form of group water supply schemes. In fact, one such scheme is nearing completion in this area and proposals for eight others are under examination in my Department.

asked the Minister for Local Government if he will sanction the proposals submitted by Carlow Urban Council in respect of the Carlow water supply improvement scheme.

Contract documents for this scheme are under consideration in my Department and no avoidable delay will occur in issuing a decision on them.

Can the Minister say when a decision will be reached in respect of this scheme?

I have said there will be no unavoidable delay but I cannot give the Deputy any date.

Some time ago it was indicated to me and to another Deputy in the constituency that there would not be much delay in reaching a decision. Carlow Urban Council are very anxious that a decision be reached shortly. Therefore, I would like the Minister to give me an idea of when such decision will be reached.

It will be dealt with as expeditiously as possible.

Will it be dealt with in the next two or three months?

(Cavan): The Minister has no money.

Has the Minister no money?

The matter will be dealt with without any avoidable delays.

There have been delays already. This is going on since 1969.

I think our record in that field is quite good.

It is not in this field.

The amount of work being done is a credit to the Government.

111.

asked the Minister for Local Government if he will indicate with regard to an application for (a) a reconstruction grant and (b) a water supply grant by a person (name supplied) in County Laois the date on which the applications were received, the date on which his Department were notified that work had been completed and the reason for the delay in paying these grants having regard to the satisfactory completion of work.

There has been no undue delay in dealing with this case. An application for a reconstruction grant was received in my Department on 1st September, 1972. It was stated on the application form that work had started in August, 1971, and had been completed. The work has been certified by my Department's inspector as having been satisfactorily completed. However, the question of allocating and paying a grant cannot be decided until the applicant furnishes planning permission for the extension. She has been asked to submit this permission.

An application for a water supply grant was received on 16th December, 1970. The Department were notified on 11th February, 1972, that work had been completed. A grant of £50 was paid on 27th March, 1972.

In addition, this applicant applied for a grant for the provision of sewerage facilities on 23rd November, 1971. That work was also completed on 11th February, 1972, and a grant of £25 was paid on 23rd May, 1972.

112.

asked the Minister for Local Government if he is aware of the need to supplement the town water supply in Templemore, County Tipperary; if plans have been submitted by the urban district council; and if he will indicate when this work will proceed.

A scheme to improve the water supply in Templemore was approved in principle in February, 1970.

I hope to convey my decision shortly on certain technical data submitted in connection with the project. I could not, however, indicate at this stage when work might start.

asked the Minister for Local Government when he will sanction the proposal which has been with his Department since last April to lay an 18 inch water main from Leixlip to Ballygoran reservoir, County Kildare.

asked the Minister for Local Government when approval will be forthcoming for the contract documents in connection with the extension of an 18 inch water main from the Dublin County Council supply at Leixlip to the Kildare County Council reservoir at Ballygoran, Maynooth, which have been submitted to his Department for sanction.

I propose with your permission, a Cheann Comhairle, to take Questions Nos. 113 and 114 together.

Contract documents for contract No. 14 of the Kildare North water supply scheme which includes an 18 inch rising main from Leixlip to Ballygoran reservoir are under consideration in my Department. No avoidable delay will occur in issuing a decision on them.

115.

asked the Minister for Local Government if he will ensure, now that services are being provided for the new council houses in Burnfoot, County Donegal, that provision is made to service the existing unserviced houses in the area.

116.

asked the Minister for Local Government if he will ensure, now that a water supply is being provided for the new housing scheme at Bridgend, County Donegal, that adequate provisions is made for a water supply for the existing unserviced houses in the district.

I propose, with your permission a Cheann Comhairle, to take Questions Nos. 115 and 116 together.

The supplies being provided for the housing schemes mentioned by the Deputy are being provided as a temporary measure only pending the construction of the Burnfoot water supply scheme which is at present in planning. The temporary schemes would be incapable of meeting the general water needs of the areas. The drainage arrangements being provided for the new housing schemes are designed solely to serve these developments.

117.

asked the Minister for Local Government the present position regarding the extension of the group water scheme at Termon, Letterkenny, County Donegal to serve the townland of Tirhillion.

A design for this scheme has been prepared and was forwarded recently to Donegal County Council for their observations.

asked the Minister for Local Government when sanction will be given for a loan for the water scheme at Malinmore/Malinbeg, County Donegal.

I expect to be in a position to issue a decision on this application shortly.

asked the Minister for Local Government the reason for the long delay in carrying out the Dooneen group water scheme, Liscreagh, County Cork.

Grants in respect of this scheme were allocated by my Department on 13th June, 1972. It is now a matter for the group to commence work. It is understood that the group are seeking additional assistance from the Cork County Council.

asked the Minister for Local Government when he will sanction the Ballyferriter regional water scheme, County Kerry.

Proposals for the Ballyferriter regional water supply scheme submitted by Kerry County Council are under examination in my Department. I cannot say when a decision thereon is likely to issue to the local authority.

Will the Minister say when his Department received them from the Kerry County Council?

The preliminary proposals were received on the 3rd March, 1971. I understand the scheme was given very low priority by the Kerry County Council.

121.

asked the Minister for Local Government the present position regarding the proposed mid-Kerry water supply scheme; and if work is likely to start on this scheme early in 1973.

On 26th October the county council were asked to revise the contract documents for this scheme. I understand that this work is in hands.

I cannot say at this stage when exactly work is likely to commence on the scheme.

122.

asked the Minister for Local Government when he will approve contract documents for the extension of Tullamore sewerage scheme to the Clara Road, Tullamore, County Offaly.

Revised proposals, submitted by the Tullamore UDC, to extend the town sewerage to serve a number of additional areas including Clara Road are under examination in my Department.

asked the Minister for Local Government when he will approve contract documents for the Crinkle sewerage scheme, County Offaly.

asked the Minister for Local Government if he will sanction proposals with his Department for the Crinkle sewerage scheme, County Offaly.

125.

asked the Minister for Local Government if he has received a request from Crinkle Development Association, County Offaly, to receive a deputation in regard to the delay in giving sanction to final contract documents with his Department; if he will receive this deputation so that he may have first-hand information as to the conditions existing in the Crinkle area; and if he will give his approval to the proposal.

I propose, with your permission, a Cheann Comhairle, to take Questions Nos. 123, 124 and 125 together.

Contract documents for this scheme are under consideration in my Department and no avoidable delay will occur in issuing a decision on them. In the circumstances I consider that no useful purpose would be served by my receiving a deputation to discuss the matter as proposed by the local development association.

asked the Minister for Local Government when he will approve contract documents for the Geashill sewerage scheme, County Offaly.

I have recently approved the Offaly County Council's preliminary proposals for this scheme.

127.

asked the Minister for Local Government when he will approve contract documents for the Ballycumber sewerage scheme, County Offaly.

I have recently approved the local authority's preliminary proposals for this scheme.

128.

asked the Minister for Local Government if he will sanction the proposals for the Kinnitty sewerage scheme, County Offaly.

This scheme has been accorded a relatively low priority by Offaly County Council. Consequently I cannot say when a decision on the proposals submitted will issue to the local authority.

andMr. Meaney asked the Minister for Local Government the present position with regard to Kiskeam sewerage scheme, County Cork.

This scheme has been fully approved by me and I understand that work will commence on it shortly.

130.

asked the Minister for Local Government when he will sanction the proposal, submitted to his Department in April, 1970, to provide a new sewerage scheme at Millstreet, County Cork.

The information available to me indicates that the local authority have not given this scheme a high priority rating on their water and sewerage programme and, pending an indication to the contrary from the local authority I cannot indicate when a decision will issue.

asked the Minister for Local Government if he will permit Laois County Council to use stoneware pipes manufactured by a company (name supplied) in County Laois in all sewerage schemes and extensions in the county in view of the fact that these pipes are manufactured in the county and that the industry is passing through a difficult time and requires orders to keep existing staff in employment in an area where no other employment is available; and if he will make a statement on the matter.

Local authorities have a free choice in the selection of types of pipe to be used in public sewerage schemes provided such pipes comply with the prescribed quality standard and that there is no significant difference in cost between the pipes selected and other available pipes of comparable standard.

132.

asked the Minister for Local Government the progress to date in providing sewerage service for the council houses at Greenbank, Quigley's Point, County Donegal.

asked the Minister for Local Government if he will expedite the provision of sewerage service for the Binion area, Clonmany, County Donegal.

asked the Minister for Local Government if he will expedite the provision of water and sewerage to the council houses at Drumacanoo, Churchill, County Donegal.

There are no proposals before my Department for the provision of the services mentioned at the locations named by the Deputy.

135.

andMr. Donnellan asked the Minister for Local Government if he is a aware of the delay in providing a sewerage scheme for Oranmore, County Galway; and if he will take the necessary steps to expedite this scheme.

There are no proposals at present before me in regard to this scheme. The question of taking steps to expedite it is at this stage a matter for the county council.

136.

asked the Minister for Local Government the reason for the delay on the part of Killarney Urban District Council in laying a new sewer at New Road, Killarney, County Kerry.

I understand that the local authority hope to be in a position shortly to furnish the outstanding documents to enable the project to be examined in the Department.
