asked the Minister for Foreign Affairs if the Government were requested to submit a list of personnel for consideration by the EEC Commission with regard to the filling of appointments in the Commission; and, if so, the criteria applied in the drawing up of such a list.

The Government were not requested to submit a list of personnel for consideration by the EEC Commission.

How does recruitment take place?

The commission advertises. I have told anybody who has asked me about positions in the Community Commission or any secretariat to apply direct in response to advertisements.

Are the Government not consulted at all?

There are consultations but the appointments are made by the commission.

Are there any appointments recommended by the Government other than that of commissioner?

Just the Commissioner.

Other than that of commissioner?

Not to my knowledge so far but I am sure there will be consultations with the Government.

Is there a quota for Ireland, an applicant country about to join?

Is it not possible for the Minister's Department to advertise to get the correct people to apply so that there will be the best applicants in comparison with other countries?

As far as our civil service is concerned people interested in appointments have made it known to the Departments concerned. It would be desirable to get the best people we can. The appointments will be advertised by the Commission and other institutions and filled by them in consultation with various bodies, including the Government here.

Is it normal, before any staff are taken on from a particular country to fill the quota that the Government are consulted?

In relation to the higher posts I expect it would be normal for the commission to seek the opinion of the Government on the applicants.
