asked the Minister for Health if he will raise to £80 the present £60 total valuation ceiling of farmers for benefit under the Health Act in line with the permissible income increase from £1,200 to £1,600 in the non-agricultural sector; and if amending legislation will be introduced at an early date to give effect to the change sought.

A change such as this would not be justifiable and is not contemplated. About 89 per cent of farmers are included in the present limits. This is higher than the corresponding percentage, as estimated, for the non-agricultural population.

Am I correct in saying that it is possible theoretically for a farmer who can prove that his income is less than £1,600, to be included in the limited eligibility scheme although his valuation may be more than £60? Arising out of this can the Minister say if he has given any consideration to the criteria by which a farmer may prove that his income is less than £1,600? This can be difficult to prove although, theoretically, it is possible.

I have had no complaints as to whether it is difficult or not difficult to prove. Therefore, I cannot answer the Deputy.

Can the Minister state whether his Department have laid down any guidelines for the health authorities in this regard?

I have left it to the health boards.
