asked the Minister for Local Government whether he is aware of the urgent need for the provision of a suitable pedestrian access from the main road to the beach at Downings, County Donegal, to be located between Diamond's Bar and Boyce's; and if he will take the necessary steps to have this provided for the next holiday season.

The provision of bathing boxes and pedestrian accesses or public rights of way are matters appropriate for consideration by local authorities who have adequate powers available to them under the Local Government (Sanitary Services) Act, 1948, and the Local Government (Planning and Development) Act, 1963, to provide such facilities.
The proposal regarding the provision of public toilets came to my Department because the local authority are seeking sanction to capital expenditure for the purpose. Additional documentation is awaited from the council on this item so that their proposal can be examined.
Could the Minister say what is meant here by "bathing boxes"?
I am sure the Deputy could give as good a definition as I could of the words "bathing boxes".
What is a bathing box?
It is like a sentry box where people used to change their clothes.
Are we seriously providing public money for something on a Victorian pattern?
A bathing box is a small building which will give some privacy to persons dressing on the beach where there are no other facilities available. This is particularly praiseworthy where persons have disablements and do not wish to undress publicly.
