asked the Minister for Finance if it is intended to publish a White Paper on the full implications of EEC economic and monetary union as they affect this country.

I would refer the Deputy to pages 155 to 161 of the White Paper on the accession of Ireland to the European Communities dated January, 1972, in which our position in relation to economic and monetary union is set out.

Outline plans for the achievement of economic and monetary union in stages over the ten-year period to 1980 were adopted by the Council of Ministers in the form of two resolutions dated 22nd March, 1971, and 21st March, 1972, respectively. These resolutions envisage the adoption by the Council of Ministers over the period to 1980 of various decisions required for the purpose of implementing the resolutions. The implications for this country will depend on the provisions incorporated in these decisions. In accordance with Article 5 of the European Communities Act, 1972, reports on developments in the Communities will be presented by the Government to both Houses of the Oireachtas twice yearly. These reports will, of course, cover any Community decisions in the context of the progressive creation of economic and monetary union.

Would the Minister say if time is to be provided for debate on each of these reports?

I could not answer that question offhand.

When will the first report be presented?

I could not say off hand.

Will they be twice-yearly?

Yes, presumably from 1st January.

That is largely a matter for the House.
