asked the Minister for Education if he will state in respect of the National Council for Education Awards (1) the reason for the delay in appointing a director and chief executive officer, (2) the reasons for not extensively advertising the positions over a period and (3) why Irish is a requirement for these positions; and if he will make a statement on the matter.

One post only is involved—that of director who will also be the council's chief executive and registrar.

The appointment will be made by the council shortly. No avoidable delay has occurred when account is taken of the time required to settle the qualifications and salary to be prescribed for a post of such standing.

The post was advertised in accordance with the council's wishes, both in respect of the coverage it received and in respect of the requirement that candidates should possess a high degree of communicative skill with competence in languages, especially Irish and English. General policy would, in any event, have dictated that the appointee to such a post should have a competent knowledge of the Irish language.
