The Government have not yet had an opportunity of studying the report fully. In advance of this, however, I propose, subject to your agreement, Sir, to proceed with the implementation of the recommendation at paragraph 14 of the report that the order of Ministers answering questions should rotate whenever there is a carry-over of questions.
