asked the Minister for Health if he will agree that much remains to be done to help the handicapped.

I agree. Many steps to improve services were announced in the budget and will be implemented shortly. Among these are :

The provision of care allowances for severely handicapped children under the age of 16. The liberalisation of the means test provision for disabled person's maintenance allowances. Increased provision for community services. Improved services for children as recommended in the care memorandum. The programme of increased residential accommodation for the mentally handicapped is continuing.

I have under consideration proposals for improved vocational training and sheltered employment services for the disabled.
