asked the Minister for Social Welfare if he will arrange that the free milk scheme which applies to pupils of national schools in urban districts and boroughs be extended to include all national school pupils.

Extension of the existing school meals scheme is not contemplated at present.

Would the Minister give us an indication of the thinking behind this legislation—why do certain people seem to be cherished more equally than others?

It is the county boroughs, the urban councils and town commissioners who decide that school meals should be provided. As far as its extension to the rural areas is concerned, the only areas to be catered for are those deemed to be in the Gaeltacht. This is a matter for the local authorities, the county councils, apart from the other provincial councils.
